Chen fell twice in his free skate which are serious errors. According to the PCS rules, in case of serious errors like falls, the cap for SS, TR and CO is 9.25, for PE & IN, it's 8.75.
J6 (Todd Bromley), J7 (Jaclyn Helms) and J9 (Brett Drury) apparently don't know the PCS rules.
